libpgf and tinyxml2

I have packaged libpgf and tinyxml2 in wip and would like to have them
reviewed and imported to the main pkgsrc tree if that is possible since
I consider them finished.
I have tested libpgfs buildlink3.mk with graphics/digikam and
when including it cmake finds libpgf and links to the
installed library instead of the bundled one.
I have build libpgf and tinyxml2 without problems on NetBSD 6,
NetBSD-current, FreeBSD 9.2 and Fedora Linux.

I've imported both packages, and converted digikam to make use of the
new libpgf package. I've also filed upstream bug reports for the
issues you found in libpgf.
